Do you possibly have a credit freeze in place w/ Experian?
If so it would cause a failed verification.
IRS uses Experian, and temporarily removing the freeze is necessary to allow the initial verification.

This is just one laymen’s understanding of the system; I have absolutely ZERO “insider knowledge.”
All tax returns clearly require that the IRS query numerous databases.
Obviously IRS’ goal is to prevent fraud, issue “correct” refunds, and to process the millions of filings in a timely manner.
Some taxpayer accounts are “simple” … while others are more “complex”
Apparently, accounts ID’d as “simple” are flushed thru the IRS’ “Processing Mill” fairly rapidly and are updated “daily” until completed.
The other accounts – presumably the more complicated returns – are received, get the internal balls rolling, and then appear to “wait” while the various databases update and cross-check the return.
Unfortunately, it’s unknown to the taxpayer until after-the-fact into which category they fall.
(It’s in the Cycle Code on your transcript … if the final / 8th digit of the cycle code is “5” you’re “weekly.”)
I have no idea of exactly what factors cause an individual to fall into one category on the other; or the current daily:weekly ration of returns.
If interested in some truly “wonky” details, you can glean a little info about the IRS’ methodology in this 2012 news release:

“PATH” refers to legislation known as the the PATH Act; enacted just prior to the filing period for TY-2015.
It mandates “holds” of refunds due to filers with specific items in their returns until at least Feb 15th.

All of my returns have been essentially the same, prepared and filed the same way (Turbo Tax); with all being filed within a seven-day window ranging from 1/28 to 2/3.
Elapsed time from “Filing” to “$ in the Bank” were as follows:
TY-2018 — TBD days
TY-2017 — 12 days
TY-2016 — 7 days

Transcripts now are a LOT more “user friendly” than in previous years.
You can read all about ’em … and order yours for TY-2018 if ready … by simply going to the IRS’ home page and clicking “Get Your Tax Record”
Essentially, once your return has been churned thru the mill, a transcript becomes available. In the context of IGMR, it’s a good indication that you’re almost “done.”
They even provide an example in their FAQs so you can get a feel for what a transcript looks like beforehand.

I too have e-filed w/ TT for the last 20+ years and have ALWAYS received my refunds MUCH more quickly than this time around.
However, I suspect that this years delay ‘s the “NEW NORMAL”
Taxing authorities and tax software companies have long agreed that the “Rush for Fast Refunds” was a key enabler for tax fraud. The idea is to take more time and verify that a return is legit before issuing the $$$.
Hopefully, IRS ACTUALLY IS performing more cross-checking during the 2+ weeks before a DDD is issued — although the skeptic in all of us probably suspects otherwise … and we’ll probably never know the real story.
Bottom line, IRS say’s “three weeks” and we should all expect that it will normally take that long henceforth.
if you get a refund earlier, consider yourself fortunate.
