@ccs753 I think it is just a process as I faxed over all my docs last week and she told me she sent my information over and asked everything to be completed by 2/27. She told me we were scheduled to talk again on 3/4 but I could call her on 2/28. This to me sounds better than 60 days the letter is saying it may take. Hopefully it will all get done sooner for you.
Just talked with Tax Advocate and she told me for 4464c to fax over my W-2, proof of hardship, voided check stub (for tax refund direct deposit), and last paycheck stub. Once she receives that today she will try and get a manual refund and have it within 3 to 7 days. She was way more friendly than any rep I have dealt with.
Same here I am waiting to speak with advocate tomorrow but faxed over W-2 as that is all I had besides my 2 kids … received 4464c dated Feb 1 but talked to rep today in holds department and she said that a freeze code will post to my account on 3-4-12 and last 11 cycles or until mid May. Told me best bet is to go through advocate to try and shorten the verification of my W-2 and employment and communicate directly to the reviewer or reviewing department. I have only had the same job for 10 years… and 1 child for 12 years and other child for 2 years. Should not take 60+ days to verify information.
I agree also…@HollD….. just give a date and I would let them do their job and not bother them. The unknown of what is going on bothers me but I will wait until Thur 21 days have expired before I call again. Hoping for update on Tue or Wed as there are alot of people getting the processing date will be given when available and alot of peole on the blog that have reviews, holds, freezes.
@yvette63… I sure hope so… seems as though there were many people who are now processing message. I just received this message last Tue morning and able to order my return scrip on Thursday. I just do not see how they hold so many people so I am hoping theses holds fall off or something positive.

Anyone have any positive changes today? Not sure DDD were given out today… not seeing anyone with 2/23 DDD as of this morning. Just alot of people getting changed from 21 day to the refund date given when available which I guess is a positive sign unless a ton of people are under review.

he IRS developed and implemented identity theft indicator codes to centrally mark and track identity theft incidents. Each indicator is input on affected taxpayers’ accounts using Transaction Code 971 with any of six different action codes.[5] The IRS currently uses these identity theft indicators to gather IRS-wide identity theft data for reporting taxpayers affected and identity theft incidents. For example, the IRS inputs Transaction Code 971 with the following action codes:
· Action Code 501 – used when the taxpayer reported the identity theft. It is input after the IRS confirms a taxpayer is a victim of identity theft and resolves the case.
· Action Code 506 – used when the IRS identifies and confirms a taxpayer who is an identity theft victim.
· Action Code 522 – used when the IRS receives a taxpayer’s identifying documentation.[6]
No change for me this morning still have the Refund date will be provided when available. Ordered scripts last Thursday morning… ordered an account script yesterday to see what codes may be on it. Received letter 4464c dated Feb 1.. Filed Tax Act 1/20, Accepted 1/25, per IRS Accepted 1/28… Confirmed return Resequenced 1 to 2 cycles. Status changed from 21 day lingo to new refund date given when available jargon last week… Confirmed yesterday there is still hold on refund and return is finished processing but Exams department on Friday (day before yesterday) confirmed I am not in their department but return was NOT finished processing…I have been told to just sit back and wait.. conflicting info as usual … refund over $8k
I did talk to the examinations department as when I talked to refund holds department they said they did see a hold but not from them. I was transferred to another line where the guy said they were just going to verify some information that is stated on the 4464c letter. He did not know how long it would take though. The examinations department said it is not in their department as it is not finished processing yet even though I was able to order my account transcript on Thursday for the first time.
I still have the your tax return is being processed A refund date will be given when available. My 21st day is on the 19th so guess I will be talking with my advocate on Tuesday.

Have you tried calling the transcript phone number? I know on the online transcript I kept getting that information but when I took out the “.” and “,” in the address I was typing it worked. The transcript phone number only ask for the number for the street address.

I do believe your theory personally that they are holding larger refunds in some cases for the maximum 21 days. My refund is over $8k same as last year (which I received in about 10-14 days in 2012). I was accepted on 25th but IRS says accepted on 1/28 and my status just changed to “Processing date will be given when available” for the first time this week I believe on Monday morning. I finally was able to order a return transcript this morning where I was not able to last night. I have talked to examinations department as recently as yesterday, hold department, have a tax advocate and no one sees my letter 4464c in the system or says I am in review. The letter is dated 2/1 and I don’t mention it in the beginning. I have had times when I asked them to go over my account.. no debt indicators, no flags, no holds, just processing. I then ask why letter 4464c then I get put on hold and some have asked me as of yesterday in examination department to read the letter to them which I find funny since it is their letter.
I was just able to order an account transcript for the 1st time this morning. I was not able to all day yesterday. WMR is down but hopefully there will be a positive update when it comes back up.
@kg00861…thanks for sharing….did your processing bar ever dissapear and did your status ever go to will provide direct deposit date when available message? Thanks in advance again sharing
no change for me today… still receiving the direct deposit date will be given when available and no bars which happened on Monday morning. Just processing… I talked to someone again at the Boston office of Examinations and she said she could not find anything in the examinations department at least on the screens she reviewed. Just have to continue to wait.. 21 days will be up on the 18th/19th. Hope to have a better update by then.
Another update: I just called the Examination department which is the department she said the return would come to if it is being reviewed. She said my return was not in the department and she did not see anything showing it is coming to her department and she did not see anything wrong either. I told her about the letter and she said she knew returns are backed up and maybe that is why the letter was generated but as of now my return is not in their area. I am really confused now and I will just wait until the 21 day window expires.
2013taxpayer I guess we have to wait and just see but I do find it interesting that if you don’t mention the letter they don’t mention it either. I will just hope for the best but thank you for sharing.
By the way I still can’t order transcripts yet so I am not done processing I suppose.
Well I called the holds department and acted as if I just wanted to know the status of the return. He looked through the return and he said everything looks totally fine, no holds, no flags, etc just processing. Said they are overwhelmed with returns right now and possible could go past 21 days but I was accepted on 28th so 21st day would be 18th. I never mentioned the letter to see if the system showed anything and he said he saw nothing wrong with the return and the processing of it. I asked if the 21 days message dissapearing and the your return is processing is a good sign and he verified it was a good change in status update. SMH I don’t know what to believe or maybe the review could be over? Let’s just try to keep each other updated the best we can even though we all have different situations we do however have one thing is common in that we have been told we are in review or received a CP05 letter or in my case a 4464c letter.
I agree with you also Matthew and Trob… this is confusing and I find it funny the 2 times I called asked generic questions.. 0 debt indicators, 0 flags, no holds, everything is processing fine… I then say well why did I receive a 4464c letter… hold on please sir… then they come back with something. They should be able to inform me if I am really under review. I should not be informing them. Other people have received messages on WMR stating a review where I just always had the 21 day message until this morning when A refund date will be provided when available.
I am not able to order a return transcript just the account which came up blank but has some date of 2/18/13 which is the end of my 21 days.
My status finally changed to something different… WRM can’t find me … guess locked out even though I have not been in the system this morning.. and my status on hotline changed from the 21 days jargon to Your return is being processed and I will have a date when it is available. Hope this is progress as I have gotten the same 21 day jargon ever since I was accepted back on the 25th.

impatientlyawaiting: I did received a 4464c letter dated Feb 1. I just do not have the time to go back to customer service department for another over 15 minute hold as I am at work. I will try them at lunch but no idea if not in refund hold department, not in error department where return is (guess sitting somewhere). She said the return started processing on the 28th and she said that some returns may have been picked out by computer in the test batches for review. She just said not her department and could not provide any further information. Seems like no one has a concrete answer outside of the fact my return was re sequenced for a cycle or 2 which I was told 2 weeks ago.
Just got off the phone with the refund hold department and was told there is nothing that shows I am on a hold and not their department and wanted to transfer me back to customer service. No errors, no upostable, no debt indicators.
I was told on 2 different occasions I should still receive refund within 21 days. Going to call the holds department as I have not spoken with them yet to find out what the issue is at 8 and hopefully get more insight on the letter received.

Just to confirm if there is a code on your letter 4463C would it appear after the C? I just wan to have my facts straight when I call the holds department in the morning. I hope so as two reps told me I should still receive refund within 21 days and this error code is nothing to worry about. When I asked what the error code was the one rep said it was an “internal” code. I did confirm I was re sequenced also.
For the first few times I called I acted like I knew nothing about the letter and asked if the following:
Are there any debt indicators on my account: No
Are there any flags on my account : No
Are there any holds on my account : No
Has my return be re sequenced : after putting me on hold … Yes
Do you have a DDD for me: Not showing one but it should be within 21 days
Why did I receive a letter 4464C: Put me on hold to go and find the letter…aked me what the letter said again trying to confirm things and then told me this code is nothing to be alarmed about. As he searched for a reason he asked me how much was refund and told him over 8k and he stated “ah ok that is why you may have received the letter”1. File 1/20, accepted as part of test batch 1/25 IRS rep says really accepted 1/28 (as of Friday Return not processed yet per rep)

I was told by 3 agents 2 after i recieved letter dated 2/1 the letter is nothing to be alarmed about. Also should expect refund within 21 day time frame from 28th which is 2/17.
fnr0420 .. my situation is identical word for word including same dates.
impatientlywaiting: That coincides with what the agents where telling me. Two different agents stated I should still receive my refund in the 21 day time frame from the date it started processing on the 28th. We shall see as the 28th day if they include weekends will be the 2/17 as I know 2/18 is a holiday.
Also like someone else mentioned I have had far greater success with the men looking up my file. I usually try to ask them how their day is going and engage in some conversation while they are looking up my info (ie. weather, where they are located, sports, etc).
hackney2009: 1st objective is to try to get them to open your file and look at it. Ask them that you just wanted to check to see if you have any errors or any debt indicators/offsets, flags, or under manual review on your file. They have to look at your return to find that information out. Once they have your file open then you can ask what you really want to know. If your refund was reduced then at that point ask them about the reduction and if they can tell you why the reduction.
Sometimes it takes multiple calls to get someone that is willing to help as many of them are trained to be rude and not open your file.
2013taxpayer : my refund was higher.. it was funny though I called yesterday when I received the letter monday evening and they could not find anything wrong with my return. I just played dumb and asked questions. Then when I told them about the letter they put me on hold and finally found the code.
When I was with my CPA today on the conference call today on the line he called they answered the call in less than 2 minutes… asked for his ID information and mine and looked at everything we asked them to. The person we spoke with said the code is nothing to be alarmed and basically just holds the funds in case someone wants to look at the return. He was searching for a reason why the return would of been held and then he asked how much it was for and when I told him over $7000 he then said that was the reason due to the high dollar amount. Said I should still receive it within the 21 day time frame like WMR is stating from the 28th which for me would be 2/18.
hackney2009 – Not sure but you would receive a letter stating you are being Audited if that was the case.
Remember that if anyone is experiencing a financial hardship due to the delay of their refund they can call the Tax Advocate group which is a free service to represent you and expedite or if not expedite at least research your situation more as they will act as your liason with the IRS during the process of the review.

I called my CPA and we conference called with the IRS Practioner Priority Services group in which they look up your return. I was flagged because of the size of the refund. He said nothing looks out of order just a code that slows up the return if someone wants to take a look at it hence the letter issued by the system.
He says I started processing on the 28th even though the 25th was the acceptance date I received. He said the refund is still scheduled to be disbursed within the 21 day time frame and nothing to be alarmed about. He said this letter is just the systems way to slow up the process to allow additional time IF someone wants to take a look at it. If it goes beyond the 21 days then there will be another letter but NO manual review right now and no flags outside of this code. Hope that gives everyone a little hope.
I have been under review since the 1st also but I am only able to order a account transcript and not the return transcript. I still get the processing and refund expected in 21 days. No error codes or anything and when I call I had to actually tell them I received the letter as the IRS agents told me everything looked fine with the return. The agent yesterday actually had to go look up the letter 4464c before he gave me the 6 to 8 week spill. Another agent told me he is supposed to say 6 to 8 weeks but it usually is alot faster than that time frame.
My message on WMR is processing and waiting 21 days… I just received letter from IRS that I am under review yesterday. I submitted via Tax Act on 1/20 and accepted on 1/25.
Just received the Letter LTR4464C also today and may take up to 60 days to process. No special forms or anything though added.
