      This dysfunction is an intentional policy choice. It is absolute garbage that it is the middle of March and NOW the IRS is announcing that they have fallen into a black hole and that they are holding millions and millions of dollars in tax refunds hostage. Where is the emergency response plan? Maybe just rent a new building to keep all those 2019 paper returns that they clearly have no plans to ever open or process.
