      This is the first year I owe the IRS. Not a huge amount but I get the refund advance every year via Turbo Tax. Will this change things for me this time?

          Unfortunately, if it is listed as an offset then TT will decline you. Before you apply call the tax offset line, you can google the number and the offset line will let you know if your refund or part of your refund is set to be taken.
