      When will offset line update from a debt that may be offset with an actual amount & date to be taken? Do they mail letters before offset taken or after?

          It updates once a day overnight, It only tells you NON Tax offsets. If you owe the IRS it will not tell you.

                No, offsets are updated every 12 hours. The IRS will not warn you of an offset. Its up to the company who has the debt to inform you of possible tax refund garnishment.
