To whom this may concern:
The IRS is withholding taxpayer refunds past the general 21 day timeframe, while not correctly updating their information that taxpayers can access to get up to date status information, and not divulging information to taxpayers when called and questioned.
Personally, I had called in late February to request my transcripts necessary for a possible bankruptcy filing. The 2019 transcript request date was 2/27/2020 and the transcript stated that there was no record of a return having been filed. It was filed 1/27/2020 and accepted 1/29/2020 according to H&R Block. I received a 4464C notice on 2/29/2020, dated 2/27/2020, the same date that no record of such a return was filed! I have seen a pending deposit date for 3/11/2020, and then the Where’s My Refund? tool updated to reflect the generic “your tax return is still being processed” message. My last phone call resulted in a revenue agent researching my tax account, putting in a manual request to release the refund due to me, and entering in a ticket for an advocate to reach out to me within 5 business days. Tomorrow, 3/16/2020 is business day 5. On Friday, 3/13/2020 I went to an urgent care center and was tested for the COVID-19 Coronavirus. Pending these results, I am under quarantine and cannot return to work for 14 days. My children are out of school for the next 2 weeks as well. And I sent them to stay with relatives for the next 2 weeks pending the results of my test. I’m hoping it is negative because being away from their chaos is hard as peaceful as it is to be in silence and get rest. I’m not willing to pass a possible infection. As of 4/1/2020, I will be behind on my rent due to being illegally responsible per my landlord to pay utility bills in full for his other set of tenants in his illegal apartment, thus not having enough in my savings account to pay my next rent payment. I opened investigations with the utility companies but that process takes several months to resolve. I am at the point where I am left with no choice but filing Chapter 7. I was trying to avoid this. As of this moment, I have to miss my SNAP fair hearing on 3/26/2020 due to quarantine. The SNAP office had it recorded that I paid $200/month in rent and that my utilities were included despite being provided with a lease, copies of all utility bills, and daycare bills! … Two separate times since December 2019. As per NYS I was supposed to have received the SNAP benefit unchanged pending a fair hearing, but the SNAP office claims they never received this notice from the state. How convenient. I faxed my copy to them 3/9/2020 and they tell me they have 10 business days to review the information. This is absolutely ridiculous. I am in need of my tax refund because I am required to miss work for the next 2 weeks, and I have to support my family while helping line the pockets of government officials with NYS sales tax and unnecessary bag taxes every time I have to spend money!
Signed,
A fed up NYer
