So I called the TOP Hotline and option one no debt, option 2 says 1 debt, my refund may be offset and for me to contact Bureau of Fiscal Services.
Can’t call them today, they aren’t open.
I have federal student loans, the are NOT in default, confirmed on fed loan website, everything up to date. Pulled credit report, nothing and shows fed loan paid as required. Don’t owe child support, single mom so if anything I’m owed child support.
Had state offset last year, was paid in full with federal refund last year. Even got a state refund last year.
I have NO idea what the offset could be for. Any ideas? Suggestions?

@Kayla Thanks for the reply. I will call tomorrow and get more detail. The state offset that was paid last year was the exact amount owed, state even issued me a refund. If state still had a balance due to them, they would have kept state refund as well. So this is why Im really at a loss.
No state tax, no child support, no unemployment, nothing is owed. I will post here tomorrow when I find out answers. Just weird and stressful

@stephie21 Check the amount that was taken vs. the amount that you actually owed. TOP can take ALL, HALF, or just a PORTION of your refund. I never had an offset until last year. Ironically my off set was just 200 less than my refund. So I counted my $4800 refund as a loss last year but then 💥 BOOM a $301 balance after my offset was paid was put on my refund debit card. That’s when I found out that the TOP took everything except $180 even though the $180 was available for them to take to clear the debt. So this year I’m stuck with a measly 180 offset that should’ve been taken last year. I’m not sure but this could be what going on with your refund. I pray this helps you.
