I called the Offset number and found out that I have an offset that can affect my refund.

There is only one acct I can think of that would affect this but I dont know about the other.
My tax preparers fee is being taken from my refund(usually I do my own) so could a taxpreparer fee be put in as an offset?

No. Tax preparer fees is not an offset and not considered as one.

I knew I had an offset. I called the offset hotline before my return was processed and it said I had an offset. Once my return was processed, the offset hotline told me what amount was deducted from my refund that is scheduled to be deposited.

That’s actually not a bad guess. Has your return been processed? I have fees from TT, but my return is still processing and neither the offset line or the CSR I spoke to today said anything about an offset. So maybe it happens when you actually get your refund processed.
