It probably won’t matter if the bank is open or not. It has to do with the US treasury and the ACH postings. If they are submitted on a day the treasury is closed, it will settle on the next business day. Here is some information that I found in regards to that:

The Federal Reserve Bank will be closed on Monday, February 20, 2017 for Presidents’ Day. American National Bank will be open.For businesses that conduct ACH transactions, please keep in mind that ACH transactions cannot settle on Monday, February 20 and processing does not occur on the weekend.
To ensure payment by Friday, February 17, your ACH entries should be processed through iBank on Thursday, February 16, and dated for February 17. We recommend that you transmit the ACH information prior to 9:30 AM.
Any transactions initiated on Friday, February 17, will not settle until Tuesday, February 21.
If you initiate or request wires on Monday, February 20, they will be processed the following day, Tuesday, February 21, because the Federal Reserve Bank will be closed on Monday.
