Offset issue

      So I have an issue and hopefully I can get some insight. I had an offset of $1800 for my 2012 and 2013 state taxes. When I contacted the comptroller I was told that bc I never filed them the estimated the 1800 based off my federal for those years. I was told to come to the office and they would file them and I may not owe.

      Well the end result is that I actually dont owe and I am owed a refund for both years of about 3200. 2013 has already been accepted and approved and bc 2012 is so old its taking longer (they say up to 5 weeks).

      My question is has anyone ever had this issue before? Ive filed my 2015 (at 2014 state: already approved). So in the event the offset from 2012 gets taken, will I get reimbursed once approved?
