okay last post for tonight, srsly. getting tired, lol.

Green Dot Bank will post to the lower tier cards, like accountnow and walmart and such between 630 and 830 eastern. most accounts will have access to their funds by 830. those that don’t shouldn’t panic, all 2/22 disbursements will happen by 12:30. the rare few at the tail end of the bell curve might have deposits that are thrown off an hour by time zone differences, but i doubt it. 8:30am and 12:30 are your latest possible deposit times on Green Dot for 2/22.

I’ll be around tmrw to celebrate.

No dd on green dot card. Confirmed with republic bank that it was sent 2-21 for 2-22 availability at green dot. Called the wonderful off shore customer service. I asked where my direct deposit was. She responded that my tax refund wasn’t there yet and I need to call the irs. i never stated that it was a tax refund. I explained to her that it was coming from republic bank not the irs. Again she said tax refund that she doesn’t see it but as soon as it posts they will make it available and that I need to call and ask for the 15 digit trace number.

its almost all in circular 4 with more about the monitoring services in appendix e – it does not necessarily mean ‘under investigation’ in the criminal sense – it means that the federal reserve can be paid by private banks to provide extra mission critical services in certain circumstances (like in anticipation of being flooded with tax returns)… it still smells like duck…

or, you know, legally regulated payola…

AMEX may have just paid for the top tier service from the Fed for Bluebird/Serve customers, netspend paid for some services, and greendot etc did not this year…

i don’t know if this is about to double post but i want to be clear about something i said:

AMEX is not under criminal investigation as far as i know. Fed Monitoring is a service that can also be purchased so AMEX could have simply Bought their customers priority access and data processing directly from the federal reserve. Netspend could have purchased a middle tier package which would have dropped at the same time as certain other account types (gold checking, platinum credit, etc) at other institution that bought the same package.

Only Amex bought the top tier, that’s why only amex got the priority drop.

I sometimes forget that the Federal Reserve is a private corporation, not a federal regulatory body and can do crap like that to promote competition in the marketplace they service…

American Express owns Bluebird and Serve. If AMEX dropped thowse in realtime, the only explanation is that AMEX was being investigated by the Federal Reserve and was being required to drop those funds to accounts due to some reason unknown that triggered the FED to enact their monitoring rules.

Green Dot had that happen a few years back, and netspend had it happen last year…

hey guys… Is it possible that Nobody has a card that deposits FED ACH early on schedule – its just that the monitoring rules trigger a flood of super early refunds to one card or the other and every says ‘well last year this one dropped first’ so a bunch of people move to a new card and complain that last years fastcard didn’t deposit on fastday this year. Each card company would know with plenty of warning if they had to do that, its never a surprise to the corporate folks, and they might have time to use that secret to their advantage and get a bunch of tax returns through the books to make sure they don’t get punished for whatever they were being monitored for and sell a bucktoothed load of fee-revenue driven plastic.

if you paid the pigs, it went to an intermediary bank like Santa Barbara Bank & Trust or their subsidiary the Santa Barbar Taxpayer Group. They got them all on friday at like 4pm eastern, processed over the weekend and as they run they drop with a deadline of your DDD – the second date on WMR that says the 27th is the first day the IRS wants to deal with tracking anything down – it will likely never come to that for 99% of us.

it all boils down to this: computers are slow and clunky, the guys making the software are also slow and clunky, no different than a mechanic or waitress or hotel maid, or me or you.

So understand that all of the files on the right machines, from your screen to turbotax, from TT to the IRS, from the IRS after processing to the US Treasury, and from there to the federal reserve, through the fed to its 2nd tier banks and their processing systems to SBTPG for funds removal and a second ACH to your bank if you asked to pay fees or got an advance loan on your refund. It goes directly from the Treasury to the Federal Reserve and then directly to your bank/CU/card/etc to be processed on some of the fastest server farms in the world depending on your banking institution.

they’re all pretty much the same, except times and time zones and credit card servicing / data processing rules vary for each individual account agreement as far as the actual time that the bank calls it ‘good’ money.

MOST Cards do it immediately, 24/7 banks like USAA and CUs like Navy Federal do it immediately, traditional banks do it on a traditional schedule, that’s the only difference as far as ACH is concerned.

there is a possibility that AMEX/SERVE/BLUEBIRD was being directly monitored by the Federal Reserve for some reason, which is the only situation in which they would be required by law to drop those funds to accounts instantly with the Federal reserve doing all account reconciliation in realtime… but that’s a pretty out there rule, i don’t see why they’d be a problem – they do a *ton* of identity verification before you can use their accounts…

@nate i’m always optimistic, but no – i think that green dot is following the rules very very carefully this year so they don’t get regulators breathing down their necks.

Should they have been more transparent with us, their paying customers? of course, but as they say a sucker’s born every minute and they see the unbanked class as a bunch of poor suckers…

individual groups are on the banks own internal deposit reconciliation schedule. Thats a proprietary function of Database Operations and nobody gets to know that info. it’s also, long slow and super complicated. truly a roll of the dice.

the batch starts at the time in the second column. so the next one tonight allows banks to send and recieve information to the federal reserve between 2:15-6am to begin processing at 6am for disbursment at 8:30 on same day services or 8:30 the next for our IRS refunds.

things can drop at any point after the banks have the data files as long as the tax refunds hit deposit accounts before 830am *the next day*

all in all, they have the files – not the money. reconciling the files and posting that data to accounts is what happens between the time of the FED batch ending and the settlement time for the type of ACH transaction – in this case a 2-day.

so don’t try to predict, i do data all day and this one really is truly and unknowably random – just be chill and know that your deadline is a deadline. Sometimes you get work turned in before deadline, sometimes it’s right under the wire and computerized data processing is the same game but with those interim times depending on everything from the machines individual ram, to the build of linux a cluster is running.

those that got turned in early, were just lucky, and processing them all in small batches over the course of the day allows for all of the deadlines to be adhered to legally, otherwise it would all crash.

i would like some way to opt-in or out of the irs test groups though… the is not my first time at the rodeo, lol

federal tax returns are a 2 day ACH, but that is literally the difference between a 1 and a 2 in a certain database field.

I think some ppl in the very first test batch got to test the same-day ACH that they want to move to in march, but still got posted 2/22 filing dates on WMR in order to cover the immense posterior the IRS would leave hanging out if those dates said the 17th or 21st and anything went wrong.

I also think that the weird 2/23 people are such a small group that they’re going to be sent in the AM, as a more solid second test of the overnight ACH plan.

if it works correctly, which it appears that it is, we should see fedwire move money in same day deposits for all future returns making this whole wait and WMR a thing of the past…

settlement doesn’t technically happen until 8:30am eastern.

Settlement is when the money ‘posts’ to the deposit account. It is currently in digital limbo until all of the databases match up (basically).

If you have a ‘pending’ this year, you’re waiting on the bank to have the ‘cash on hand’ to cover the deposit. Physically speaking that’s a function of the US fractional reserve banking system, digitally speaking, it is literally when the batch your Federal Reserve ACH deposit is in matches with your account number when your bank runs their internal data batch to settle all accounts.

Even cards within the same bank system (like greendot, which covers dozens of value added card servicers) are entirely at the whim of Database Operations at this point. When the data batch runs, it runs, and they tend to run in small batches for the sake of not crashing any computers that are trying to reconcile the accounts.

All in all, the systems are working correctly, its just that where you happen to fall in the line seems like a total roll of the dice since tuesday morning.

unfair, sure, My car is borked and i really needed to go look at working ones today, but as far as i can tell some people just got flat out lucky. Don’t fall into the trap of thinking that you’re somehow special, or that some other filing tactic would’ve worked better for you — the 22nd is their deadline and a darn good one at that.

if it’s not there by 8:30am I’ll send an email to some people and report back with better information and more citable sources as to why the system seems screwy.
otherwise don’t panic, ain’t nothing can be done this late anyway ;)

@Bill that page is a bit to swallow. I believe I have a grasp but I am not sure about what type listed that an ACH federal return falls under. Also, what happens when SBTG comes into play? I woke up at 8:45 EST this morning and saw that they had received my refund from the IRS and fees paid. There was a note about ACH taking 2-5 days to process. About 4:30 I checked their site again and the note was gone and replaced by the method being Walmart Money Card (Green Dot). I still have not received funds. So did SBTG say they sent but are waiting to send in batches or is Green Dot posting in batches?

Green Dot has always been sporadic in their refund deposit times for me. Last year I got it at 9pm EST the day before DDD. Year before that was between 2:30am-4am on DDD. Year before that was around 12pm on DDD. Year before that was after midnight but I don’t remember the DDD.

Whole lotta “get your federal tax refund faster” huh? Hopefully It’ll be there when I wake up today (2/22 along with my paycheck which always comes a day early). The kicker is that I work almost all damn day.
