If I owe in for healthcare is that an offset?

My kids all have healthcare but I did not so I have the penalty coming out of my refund- is that going to hold up my refund? I still can only pull my account transcript with my old address and I filed on 1/16 accepted 1/19- however when I call the offset line they say I have none- idk what to think- I am feeling hopeless. Last year I was in the same exact scenario with insurance and I already had my refund. Nothing has changed for me accept for my address

From what I have read, no. It will just come out and not delay anything. As to if it is an offset or not, I am not sure. You can try calling the offset hotline to see if it is listed there or not.
