What Numbers do I press to get a live person? I have been trying all morning

  Call 1-800-829-1040 between the hours of 7am-7pm. (the best time to call is at 7, no waits)
  Use Prompts: 2, 1, 4, 2
  Put in social security number
  Will list 7 topics (DO NOT PRESS ANY OF THEM)
  You will receive a recording saying if you have not heard your topic please hold and they will come on.

  I just got through for the 3rd time after more than an hour on hold but no one there has been willing to help me – they tell me that because of recent budget cuts, they are unable to look at the record until 21 days have passed. I’m holding on the tax assistant hardship line now.
