I live in KY. Last year I had an offset for state that was on TOP before I filed taxes but didn’t come out of my federal return. It came out of state and I still had a balance to pay. This year I have another two showing up on TOP. Ugh. Anyway, they are both state. Was that just a lucky fluke or do state offsets not come out of federal refunds?

Treasury Offset something. It’s the line you call to see if you have an offset. And that’s where mine is from!

We had a hospital bill from UK Hospital that was offset, that came out of our federal and state. I have no clue how they can offset your federal for a State University Hospital. There’s a supreme court hearing in KY this fall on the legality of the hospital using the Department of Revenue to offset. Class action lawsuit and all.

              Also, what is TOP?

@Fe I know for myself, I have student loan debt and they’ve taken it out of my federal refund. My sister has some student loan debt and they take from her state every year, but haven’t from her federal. I guess it might depend on what they want to take it from, could depend on the amount as well. Just a guess.
