So I filed before I knew to check the TOP hotline. I was accepted a day later,1/29, which is when I found out about the hotline, checked option 2 and found I had a debt to d.o.e.
I was in repayment agreement, and it turns out the dept of education inactivated the offset on February 8th. I didnt find out until I randomly checked the top hotline on 2/13 and it said no debts or offsets. So it could have updated in the top system between 2/8 and 2/13.
I claimed both credits, so I was held up because of path. Any way you think they didnt run my return by the top (bfs) hotline until after my offset was taken off and I may get my refund?
      Thoughts or experiences???

@Brandy, you account transcript will have the code on their to let you know that you have an offset regardless if your tax return has posted. Request your account transcripts for 2017 & 2018. Those command codes (CC) will be there. I cannot remember the TC code for Offset unless I see it again. When you order your account transcripts, just list the codes and I will not it when I see it.

@Brandy Let me give the accurate information based on my former three years in Accounts Management at the Internal Revenue Service. Although you had a C- freeze on your account which prevented your refund from being released due to the path, you have 1 of three scenarios that could apply to you. IRS places a special code on TXMODA so that when there is refundable money on the account, it will automatically transfer it to TOPS. Under the code for offset transfer, the exact amount transferred will be there. If a rep is just looking at TXMODA, they may not see it, but in REFUNDR (using the IAT tool) they will.

If you they send the reversal code for the offset on Feb 8th and you are a daily, it will be reversed overnight along with the amounts. Processing days for weeklies are on Thursday’s, which will still be enough time for the reversal to take place.

If you are a daily and the system posts the reversal after the 15th, it is possible that your money will be offset and either TOPS or Department of Ed will have to issue you the refund.

Where can I find the offset line on my transcript?

@Brandie it doesn’t check for offsets until your tax return finishes processing, so if you have a date of when you should receive your refund and the offset line says no offsets, you should be ok. If you get tax topic 203 on WMR, make sure you check the offset line again.
