Debt but no offset

      I owe the VA because the school ripped me off. But that’s a story for another day. The VA sent the debt to the treasury who has been garnishing my paychecks for the last 6 months. When I call the TOP it says I had two offsets for tax payments back in December and that’s it. It also says I have a debt which is obviously what I owe the VA. Does that mean I will be offset even if it doesn’t list the debt as an offset? Sorry kind I New here if this is a dumb question
