Can you file state with a different Preparer than Fed?

I filed my fed return with TaxAct as I have for many years on 1/10/19, accepted 1/14.

I tried to file my state as well and they have a page pop up the the WI state module is unavailable. They say it will be available on 1/18/2019. It’s not available and they have no idea when it will be. I have heard of others filing WI with other tax prep programs.

So my big question is. Can I use a different program to file my state?

  You dont have to use tt but it answers your question better
