Are you always a weekly if you have an offset?

  @Sam I can only speak to the “if you have been (an offset) in the past” part of your question:
  
  I had an offset from my state 2 years ago. Both of the following years, I’ve been daily.
  
  My partner has a federal offset of his total refund each year (Department of Education), but I haven’t noticed if that makes him weekly or daily, to be honest. He doesn’t bring in the cash, so I quit paying attention. =oP
  
  Anyone else here have a Federal offset that seems to have switched them from daily to weekly?
