I’ve just been lurking for the past week, but I’m in the same boat as a lot of you (896/570, 20150402) and just wanted to share what I’ve learned. I’ve spoken to no less than six representatives since I found out about this problem last week and have gotten a little closer to an answer with each call. On my last call, I was finally transferred to a representative who was trained in the Affordable Care Act (or so said the representative who transferred me). After looking through my account and return, this is what he told me:
1. First of all, I had filed my return correctly, and it was FULLY processed. They did not need anything more from me (no notices sent), and the refund was simply waiting to be sent out. My hold was STRICTLY related to my health care penalty. (Two other representatives had told me the same thing earlier, but they could not explain the hold.) IF YOU HAVE ANY OTHER ISSUES WITH YOUR RETURN, THE REST CANNOT BE APPLIED TO YOU.
2. The hold was due to the fact that the full refund (that is, without the penalty) needed to be paid out by the IRS, the penalty payment transferred to the Marketplace, and then the rest sent to me. It could not be treated as an offset taken by the IRS.
3. I did, in fact, miss the 01/30 deposit date for my cycle, so in a sense, there was a delay, but he said he was certain that I’d get my refund before the 21-day mark. My payment was applied on the 26th, so he said I MIGHT get my refund Friday the 6th, but most likely, it’ll be Monday the 9th or possibly Wednesday the 11th (my 21-day mark). He said that they’re depositing Mondays, Wednesdays, and Fridays.
4. If, for some reason, I don’t get it on or before the 11th (again, my 21-day mark), I need to call them, because at that point, they have to tell Services that the 21-day expiry is up and that they either need to release the refund or send a notice.
That’s pretty much all I know at this point. The representative sounded knowledgeable (he said that he knew most representatives didn’t know what was going on with the ACA), but only time will tell. I, too, am tired of getting my hopes up, but it’s good when a somewhat consistent picture starts to emerge. If you’d like to call for yourself, I highly suggest the following approach:
1. Call the Holds Department at 866-897-3315. You will likely get a live representative very quickly after listening to the automated message (don’t worry about what it says).
2. Tell them that you have a hold on your refund (no need to go into detail). They will ask you questions about your account and pull it up.
3. At this point, they will need to transfer you, because they will see that the department is not responsible for the hold (unless you have some other hold, of course). The point, however, is that they’ve verified the hold on your refund. Two of my representatives even noted my account before transferring me.
4. You’ll then be transferred to Customer Service and will no doubt need to wait. However, once you get a live rep, tell them that you were transferred from the Holds Department because you have a hold on your refund but the Holds Department is not responsible for the hold. The representative will then take your information and look at your account, and you can proceed from there.
The important thing is that you make it clear that you know there is a hold on your refund (as already verified by the Holds Department) and that your transcript shows the correct refund amount that needs to be released, but a 570 code is preventing the release. Some representatives will be surprised to learn that you have your transcript, so make sure that you let them know that you can see all of this.

Transcripts seem to have no certain days for updating, and some never do before April, 15. The reason everyone has the Tuesday morning theory is because that was the first day they became available. What you hear less of is that people who didn’t have these codes, had updates the rest of the week. That was the updates for initial returns that were filed. Most of the freeze, action code, transcripts won’t update until April, in my expert opinion and reading the last few years of people’s issues. Codes are specifically internal. That’s the reason they call the transaction codes “internal codes for action.” But it’s really all opinion on these sites. The truth is, people only know what they’ve been told. No one has been to any classes, the IRS manual is like an encryption which has to be deciphered and to decipher you need a key. We don’t have those things. People read the manual and understand it the way they want to understand it to help them get through. But, if they were really satisfied with what they learned, why would they be on igmr and #club570 and TT and taxact, and HR Block, and every other tax forum looking for hope? I’ll say what I’ve said twice now, there are 50 different answers for each problem, and 50 more answers for each subset in a problem. I can only go on what the tax advocate said for me. No one has even asked if they have 571, and as we know, they don’t volunteer information often at the IRS. Luckily, I tricked mine into reading off all the codes on my transcript. She was blunt, but helpful. But that was just for me, it’s going to be different for everyone with these two codes. Having said that again, my expert, doctoral, mad-scientist-opinion is that most of us will see an update by Friday 11:59.59.

They only have 21 days then need to give us a notice as to why it is not approved. I doubt the irs wants to explain these refunds didnt get approved because they are incompetent and are unable to create a system to handle these issues. As of now, its just seems like the irs just figured theyd cross their fingers and hope it all works out. Without really putting a system in place for this. I filed taxes at the same time with friends who had the same approval date. They got their DDD on the 30th and all had their money by the 2nd. So, sorry im not sorry that the irs/gov cant do what the country pays them to do. Itd be different if EVERYONE had their refund delayed and not just a specific group of people. That is just them dropping the ball and being deceptive as usual in not providing us with answers. So as of now, yes I am worried that i will not get a response by the 21st day(feb 10th) because absolutely no one can get an answer on this issue. A call made a few mins ago from a friend of mine. We are in #Club570 on FB.
Ok, so lol…. I was told that the 570 penalty is showing as 0 which means it’s been paid. They are not showing any other problems on my return and IF there was a hold up for longer then 21 days, by now I would have recieved a letter stating so, since I have NOT and my account is NOT showing a 971, that my return looks fine. She said, I can NOT give you a date of when the money will come, all I can say is that it WILL come before the 21 days for sure because there are no issues showing on my account. As far as these “approved” people, she said NOBODY and BIG emphasis on NOBODY who is being told by the preparer they are APPROVED and haven’t recieved their money yet, is using word play. (Her exact words) Nobody is completly approved until they are given a code 846. Refund released. She also said, that all this conflicting information is because #1, ofcourse, this is year 1 of Obama care, #2, their systems of our accounts update constantly, she said it can change by the hour on their end, INCLUDING the 846 code being placed there. But as of right now, if you filed the exact same way you did for years, and the only difference is the penalty you paid for the ACA, that you are ABSOLUTLEY FINE! EXACT WORDS here, we have to BY LAW send a notice of delay longer then 21 days. She said, ALL 570 codes are “lifted” in 4 buisness days. WHEN RELATED TO THIS ACA PENALTY. IT IS A 21 DAY TIME FRAME FROM WHEN YOU WERE NOTIFIED OF BEING ACCEPTED BY THE IRS AND NOT A SINGLE SOUL ON THIS PLANET WAS ACCEPTED BEFORE THE 20TH OF JANUARY. This woman literally pulled my account, PRINTED all of the notes made in my account and individually went over every single one of them, including the fact that I had complained about getting a million different answers from everyone. She was extremely helpful and before we hung up made sure twice that I completly understood what she was saying. I am now at peace on the refund lol this woman dug to deep to be misinforming me in my opinion.

I am with ty on this. We aren’t going at see updates this week. And no your tax preparer can’t see you return and if it is approved neither can there bank unless they have been giving a dd notice. When the cycle ends on 2/16 the hold will release according to the IRS and manual if not action has been taken. That would mean with the deferred days and holiday not included we would have DD 4 days for daily and 7 days after for weekly. I along with others have been told that after the hold drops off like it is supposed to we will see dd. Hang in there Steve and other person. There are a few of us who have gotten through for people to give us specific information and it looks good for an update tomorrow or Friday. On my account personally, I was told I have a 571 code after the 570, but I can’t see that on mine because they aren’t updated. Chances are that is the way it is for others as well. I was told specifically Thursday was the day to look for movement, but I like to think a day behind. Hang in there. There’s only 5 days left until the 21 days are up.

Called and waited for 51 minutes. I asked the lady if she could provide information regarding the 570/896 status. She said she needed to transfer me. I sat on hold again for another 35 minutes. Spoke to a very nice woman, but she was no help. They literally have zero clue as to what is going on…absolutely no explanation. Cant answer why people with the same cycle # got their return on the 30th. They cant answer how long the hold will take. I am still not going to panic. Honestly, if we were delayed outside of the 21 days window, we would have gotten a letter already. They are required by law to send us a letter. None us have one. Many people have gotten one already and many have updated transcripts with the 971 (notice issued) yesterday. But we don’t. That is the reason I believe we will still get it within 21 days. It also seems that we are in the same batch 0402. I have not seen a 896/570 outside of that cycle. I believe as long as we don’t get a letter or 971…we will not be delayed any further than 2-16. 2-16 is basically a book keeping date for them to issue a check by if all dd attempt fails or to send a notice by that date for further delays. Again, we are on our second cycle waiting and we have no 971 or letter in the mail. Many 570’ers (only, no 896 along with their 570) have either received a letter or gotten a 971 (waiting on a letter if they haven’t gotten it). I wanted to share this I was reading one of the pages lastnight saw were they were contacting the tax avdocate, so I contacted one the Lady was very rude basically was talking to me as a child when I explained I need my money. I am a Mother supporting kids with a job that barely pays bill so yes I need this money. I know heard it all before but its truth, probably could have been exempt from the penalty but I tried to to do the right thing, filed prepared for the penalty but not this and its frustrating because the agents really are scripted and robotic, come on we didnt ask for anything we werent entitled to. This is beyond frustrating. And its so many theories and myths all I know is I have not seen a change. One year I had my tax delayed for student loans in error because of forberance took todays to overturn and funds released. This makes no sense… I mean I filed early not to be accepted early but I need it am I wrong for being in need? Its life. Has anyone checked with their bank for pending deposits or possibly with their tax preparer (HRB or JH)? I’ve been to just about every site/forum and some people are saying they can see pending deposits for those in our situation. I don’t know how much truth is in this but something has got to give. I filed throught Taxact so there is no middle man for me to call and my bank is pretty useless.

Does anyone else find this 570/896 to be extremely irritating? We cant get a legitimate answer from the people we pay to handle our taxes. Technically they work for us, but are extremely rude and unhelpful when we try to get answers. I cant seem to find a serious answer on here for 0402 filers with a code 570/896 other than it’s for healthcare penalties and who knows how long the delay is. I find this to be somewhat unacceptable that this is how some of us are left to deal with the situation. Is it possible that the 4 day hold (if it is only a 4 day hold) started on Friday and not on Tuesday last week? The 2/16/15 date on transcripts meant a DD of 1/30 for people who didn’t have our problem, so it is possible that the hold began on 1/30? They went Jackson Hewitt to check on their refund and was told that they had their refund. So they are going back tomorrow to get their check!
So that makes two people from our thread! @CRYSTALINORLANDO and @jami stuck again!!! It is coming guys…just like @whathappened said! Remember, the only that may be holding off your refund if you have any other obligations! If not, you should hear news this week or next week!

@laura_instenes: your refund is on hold (570) because Treasury needs to collect your penalty (896) for ACA. So we are waiting on IRS to release the funds to us. No one knows but IRS knows when will that day be but some of us has called and were told it has been lifted last Fri. Now we are waiting to see if we will see something this week or next.

It’s under #group570. You have to search Facebook groups not pages and submit a request. It’s closed. I’m sure of Friday for me bc i was told I have tc571 on my transcripts now and that most likely Thursday, but maybe Friday, I would get 846 and wmr update. The way she explained it seemed like it was something everyone should experience unless they have other holds. It was a relieving morning for me. She reassured me several times and she told me I had 571 without me asking. 571 is release of hold by the way

@sunshine: the theory is so far is that those with a penalty of less than a $100 went through without a problem. Don’t know how true that is but majority of the time we (this group I am in on fb #club570) found out that they owed less than a $100. Still speculation. I may have read this and somehow forgotten this, but why is it that some people who filed a couple days after some of us who filed 20-22nd without healthcare are getting their refunds and ddd’s? I have a couple of coworkers who filed married joint with two kids and with the healthcare penalty, and they’ve already gotten their money. That was the only thing holding our refund back so its not making sense to me. And if there was a glitch and we had to be sent back through, what estimated dates did they start us over again?
